I can confirm, as I applied from Canada when I was on a work permit. The only advantage is if you already have at least 1 year of work experience in Canada you may get additional points for the express entry and you could potentially qualify to apply with the CEC program (which I don't think is much different than the FSW program).

not much difference, but CEC has a few perks. For instance, you don't need to submit proof of funds under CEC, you can just leave it blank. This is not an option under FSW.
