process time for an applicant who submit an application by online?

Hi there,

I am going to apply an initial work permit under the live in caregiver program. I have to submit my application through the Canadian consulate in Manila.
I read the process time will take around 20 months. I wonder this process time is including the application through the online, or about paper application. Also I wanted to hear an experience from someone who submitted an application through a VAC instead of send application to the consulate directly.

processing time is the same doesn't matter how to send it.
It is the CIC that will process, so if you send it directly you will save "days"
