Hello all,

I remember reading the detailed process flow somewhere on this forum. I think R10 starts after the medicals get cleared etc. Can someone please direct me to that post or shed some light on what happens after the medicals get passed? I'm not quite sure what I should be looking for now that the medicals are passed.

This is not meant to be a definite answer to your question but just from observation of so many cases, the process does NOT seem to be the same across the board. For example, look at the tracker, and you will find refusals after even 3, 4, and 5 MONTHS. Yes, you might think how is that possible if Eligibility and R10 all passed? Well, if the basis of rejection of those cases was eligibility, then it just means that had not passed until 3, 4 or 5 months in those cases.

One person's case was that he was rejected because there were no duties and responsibilities on his employment verification letter. And this happened with him after 3 or 4 months. So you might think, well how did THAT go unnoticed for THAT long?

There are also cases where the applicant saw GCMS notes to find that 11.2 and R10 were done in the first month itself but there was a silence of more than 4 months after that.

Whatever I've written can be checked partially on tracker and partially testified by several members here. It could be that a second officer decided to overturn the decision of the agent who passed eligibility in cases where the rejection came after 3 months or up, but whatever it is, the only thing we know for a fact is the process is entirely different for so many cases.

You alluded to R10, Eligibility and 11.2. I'd like to get more information on these different stages. I just want to understand for example, what happens in the R10 or 11.2 stage?

The reason why I'm asking is that I'm pretty sure I'll get rejected at some point. I just don't know when. Even though my medicals got passed, from what I understand, the eligibility review has still not begun and that's probably the stage during which I will get rejected. Rejoice!!

R10 is a check for completeness of an application. Whether all documentation has been provided. So if say a document is missing, application will be rejected as being incomplete.

A11.2 is the check for whether an application meets the criteria for applying under its chosen program. To see whether your CRS score remains the same after all documentation is verified. For example, if they find that your experience letter has issues or, say, they think you've chosen the wrong NOC code, they'll deduct points for that year or years of experience and your CRS might fall below the cut-off score for that draw, resulting in a rejection.

May I ask why you think you will be rejected?

Another question I'd like to add to this is, how do you know whether your eligibility has passed or not? Did you order GCMS notes?

Once you submit your e-APR (R12) you will receive first AOR and the officer will review your submission. This is called the R10 Completeness Test and only verify that all documents are included (They don't verify or check documents at this stage, so Documents can be rejected or even additional documents can be requested at later stages). If your R10 is passed then you will receive second AOR that states your application is now with us and we will review it or something like this.

There are three review that are carried out; A11 (Eligibility), A40 (Misrepresentation and Frauds), and A16 Admissibility Test. All are initiated almost at a same time.

A11 and A40 verifies each component of the Minimum Eligibility Requirement (R75) that includes the following

1) R78 Education
2) R79 Language
3) R80 Work Experience
4) R81 Age
5) R82 Arranged Enployment (if applicable)
6) R83 Adaptability Test (each applicable criteria)

As a part of A11 and A40 they also verify R76 Settlement Funds required.

A16 on the other hand carries out Medical and Background Checks

Medical on average is completed in 1 or 2 months while Background Checks on average take 4-5 months to complete. Background check is the most lengthiest part as it involves data verification from Federal and International Agencies including Interpol.

There is no standard process that CIC follows. Maybe in some cases A16 is passed even before A11 and A40. However, PPR is only issued once all of these stages are cleared.

May I ask why you think you will be rejected?

Another question I'd like to add to this is, how do you know whether your eligibility has passed or not? Did you order GCMS notes?

In response to your first question: I'm almost certain that I will get rejected because I will be studying in Montreal and as I will be residing in Quebec,
I technically am not eligible to apply for EE. One of the main reasons I selected Quebec is the relative affordability. I would like to eventually reside in Ontario upon graduation.

In response to your second question: No I do not know if my eligibility has been passed. I'm assuming that I will get rejected once that stage of the process starts as they will see that I will be studying in Montreal.
