Hello -- I would like to return to Canada at some point ( no definite date 2016?) with my wife and her 3 children. I am a Canadian citizen with a Canadian passport. She and her 3 children are all Mexican citizens with Mexican passports. Can you please let us know what our procedures are for returning? Does age matter for the children? They are in public & secondary school now. Would they be required to take aptitude tests? Anything will help with our decisions as to when we make the move. Thank you.

You will need to sponsor them for Permanent Resident status via a Family Class sponsorship. If the children hold Canadian citizenship by birth through you, they will need to have Canadian passports but not require sponsorship. The implication in your question is that they are not your children as you say "her" rather than "our". See http://www.cic.gc.ca/english/immigrate/sponsor/spouse.asp

In order fir her children to be included as her dependents, if they are 19+ , they must be single and enrroled in a full time study program. Age matters.
I do not know what you mean about aptitude test. All must undergo medicals and anyone 18 and over must provide police certificates.

The father must sign an authorization for the minors to immigrate to Canada.

New rules came in last year. Dependent children over 18 are no longer eligible, even if in full-time education. http://www.cic.gc.ca/english/department/media/notices/2014-08-01.asp
