Still don't understand why your wife could not have gone ahead of you to arrange accommodation, arranging schooling ,etc.

we have a baby of 10 months, my wife cannot work, but I provide some proof that I was looking for job in indeed.
we provided some rental searching in Ottawa, but if we are not there how to rent a house
How can she open a bank account from Qatar?
we provided so many researches of schools and an email for the ministry of education for what required for children registration
we provided the city where we are intend to live in, and the cost of living.
I don't know what we can more provide?
Showing proof that you quit your job will help. (why didn't you provide it back then? did you recently quit)
I am pretty sure banks allows opening new account remotely. A lot of people have done it.
Do you know which school districts your kid(s) will go to? May be email/response from local school boards make more sense than "ministry of education". Each district school board is different.

Do you plan to rent using a rental agency? May be contact one and include communication of agent and have tentative plan or appointment setup once you and your family arrives. (You need to pick and view the rental houses/units while you stay a temporary rental after you arrive.)

Also enquiry and quotes of health insurance for the first few months before provincial health coverage kicks in? (depends on which province you plan to settle)

Have you start your job search? Contact employment agency or start job searching yourself and show proof of those activities as well.
Frankly, letters from relatives in you home country don't really do much. Usually people provide letters from relatives and friends in Canada.

Are you religious? May be contact local church/temples to plan for visit and ask for support? (I don't know the details. I am not religious.)

At the end, I have seen some cases where the sponsor just moved to Canada first to make the case stronger. It sounds like it's impossible in your case. Hopefully, you don't have to go down that route.

I would suggest that you compile everything that you still haven't sent them in regards to any connection to Canada. Any conversation with authorities in Canada (employers, school principal, apartment supervisor, bank manager, etc) just to show that you've at least tried extensively to get started with relocating here. I don't think research is enough because anyone can just Google stuff nowadays. Make sure that you're showing the dates of these conversations.

Why not even take a screenshot of your previous posts here? Just make sure that they can see that it's actually your account. Do you not have any other connections here in Canada? Someone that live in the country.

I'll be frank and tell you from what you've told us that your application is pretty weak in regards to showing that you'd like to relocate to Canada. I would try to beef up my proof as much as possible if I were you.

Definitely agree with it. My wife left Canada 10 years ago, even claimed herself as non tax resident when she left. In order to satisfy the resettlement plan, she temporarily visited Canada twice in 6 months to open bank account, scouting schools for our children (3 yrs old and 5 yrs old), registered herself for some online course, communicate with her friends in Canada to let them know that we are about to move back to Canada, and communicate with realtors via email for housing and etc. And CIC approved her as my sponsor, and I has landed in Canada recently. In that two short visits, my wife took one of our children with her and left another one with me. It's hard, but definitely it can be arranged.

Also, all the evidences regarding the resettlement is about the Sponsor, not the PA. The sponsor needs to show the intention and the efforts to CIC that once the PA's PR is approved, the sponsor will resettle in Canada permanently. So, it doesn't matter how hard that you as a PA to work on moving to Canada, it doesn't count, it has to be the efforts made by the Sponsor.
