YES. Some people do get approval at the end.

BUT without knowing what is the reason behind the PFL, there is no way for us to help.

Did IRCC question your relationship? Did IRCC question on your marraige is fully completed/committed?

Is the sponsor a PR and is living OUTSIDE of Canada while trying to sponsor you?

Did you commit a crime and try to hide it from IRCC?

Success rates aren't published and aren't available.

As said in the response above, the chances of success depend on the nature of the issue in the PFL and your response to it. Depending on the complexity, it may make sense to hire an immigration lawyer. Impossible to comment beyond that without knowing the details.

Did you apply for sponsorship while in Canada? If you are a PR did you remain in Canada during the sponsorship process? Are you working and can you show that you can support your spouse financially? How much time have you spent in person with your spouse? Are there any flags when it come to the relationship like large age difference, religious differences, spouse having attempted to work abroad, study abroad or immigrate to Canada or other countries, etc. These questions address common reasons for sponsorship denials.
