I received a Procedural Fairness Letter yesterday and it states:

"I am now completing the assessment of your application for a permanent resident visa. It appears that you may not meet the requirements for immigration to Canada.

You have not met the following condition:

11.2 (1) An officer may not issue a visa or other document in respect of an application for permanent residence to a foreign national who was issued an invitation under Division 0.1 to make that application if — at the time the invitation was issued or at the time the officer received their application — the foreign national did not meet the criteria set out in an instruction given under paragraph 10.3(1)(e) or did not have the qualifications on the basis of which they were ranked under an instruction given under paragraph 10.3(1)(h) and were issued the invitation.

Indeed, the letter of employment of Government Secondary School, while working as Economics Teacher from 2010-10 to 2011-09, cannot be taken into consideration, as it was written and signed by you. You must provide an official letter of employment, written and signed by the employer. You can also provide any other official document proving that you were an employee and you held the position declared, during the period declared, such as: salary statements and tax income documents.

For that reason, your FOREIGN WORK EXPERIENCE confirmed is ONLY 1 YEAR- 2 YEARS: POINTS REVISED FROM 50 TO 25. Consequently, your Comprehensive Ranking System (CRS) points decreased: At invitation you had: 469. Verified CRS score: 444. The minimum score for this round is 450.

Before I make a final decision, you may submit additional information relating to this issue.

You have 7 days from the date of this letter to submit additional information to me via your MyCIC account."

Right now I have gotten the official letter of employment. I have my salary statement but it's not on the bank official letter, I am still trying to get that on the Bank letterhead.
Do you think that's enough?
I'm driving myself crazy over here.

This is their primary concern - that you clearly wrote a letter of employment for yourself. Additional documents will assist, but in the visa officer's mind you have faked your employment history.

This is their primary concern - that you clearly wrote a letter of employment for yourself. Additional documents will assist, but in the visa officer's mind you have faked your employment history.
I was made to believe that I can send a notarized reference letter if unable to get an official reference letter(i reside in another country outside where I worked previously), that was why I submitted it.

I was actually employed by my Government and i did all my job duties.

Now I have the official letter, the unofficial bank statement (still trying to get the official statement also).

Just trying to make things right now and hopefully I'm not too late.

I spoke with an agent this week and she said my Eligibility has been met and they are working on my background check, once that is done a final decision will be made.
So I guess I can say it went well.
