Are procedural fairness letters sent out to all cases where sponsor is a non resident citizen of Canada?

Can some one share the text of this letter here? (In context of nonresident canadian sponsors)

Procedural fairness letters, are these sent out to request proof of intent of sponsor to live in Canada?

No - they aren't send out in all cases. Only in cases where insufficient evidence is provided to prove the sponsor plans to relocate to Canada and live here once the PR visa is approved.
