It will take time, in this case they mail directly to the university and requesting them to validate and fax/mail or. Sometime they use other agencies in your country to do verification. Its not just one phone call, they'll need written confirmation to justify any decision after. Lesson learnt, dont throw bunch of unnecessary documentation.
I don't think they will reject or ban If its morethan 60 days. Why they take this much time if they gonna reject it?
Last year i got rejected 2 application in 1 month so if the document looks incomplete or doesn't meet the requirements it's gonna be quick!
It depends with officer's backlog, or may be he's on vacation, we are just speculating. Timing doesnt mean anything
