As a language proof I have results of third-party test (CELPIP-General LS) that is above 5-6 so there is no problm with language proof and for Section 6.F I have taken English courses and ESL in colleges so they are my Education history but I don't have all of transcript.

ESL Certificates from Govt funded programs can't be used as a part of education proof.
What else english courses you have done?

CELPIP can be used for language proof.

For Ontario: Ontario Provincial Language Training Certificate issued by the Ontario Ministry of Citizenship and Immigration (MCI) funded language training providers since December 2013 or later. Ensure your Ontario MCI Adult Non-Credit language training program certificate indicates achievement of level CLB/NCLC 4 or higher, in speaking and listening. These certificates must be for:
English as a Second Language (ESL)/Anglais Langue Seconde (ALS)
French as a Second Language (FSL)/Français Langue Seconde (FLS)
Citizenship and Language Training (CL)/Instruction civique et enseignement de la langue (ICEL)
Note: If you do not have acceptable language proof to submit with your application or do not have the required language level, you may choose to enroll in a government-funded language program that would help you increase your language proficiency, and succeed in obtaining certification at a level of CLB/NCLC 4. Please note that although certificates from these government funded language training programs can be used as acceptable language proof, they cannot be used as proof of education for your citizenship application (see Section 4 Education Records)

Nothing else. But in section 4 it says : Note: You are not required to submit proof of attendance at English/French as a second language training programs.

Now what should I Write? in past 3 years I was improving my English !

Please read the section carefully once again:


4. Education records

Provide photocopies of all your official education records if you attended an educational institution in the four (4) years immediately before the date of your application. Official education records are:

report cards; or
transcripts; or
attendance records
The education records must cover each calendar year, if applicable. It is sufficient to submit one official education document per calendar year of schooling during the relevant four (4) year period. Note: You are not required to submit proof of attendance at English/French as a second language training programs.

In addition, provide photocopies of official education records for all children in Canada or abroad who were under the age of 18 in the last four (4) years immediately before the date of your application, even if you are not applying for Canadian citizenship on their behalf. You must also provide documents for any children who are already Canadian citizens, if applicable.

Note: Student identification cards and letters from institutions, teachers, principals are not accepted as official education records. For example, an official transcript from an educational institution would satisfy this requirement. A letter from an institution is only acceptable in the following two circumstances:

Child has recently enrolled in school and a report card has not yet been issued
Child is being homeschooled (see below)
Format: Clear and legible photocopy


It says that you don't need to submit attendance proof. However, you can submit english language training report cards or transcripts however, you are not required to submit the attendance proof. If you don't have the transcripts, please get the transcripts from the college and then submit your application

Also, I think as per the instructions, ESL through government funded programs can't be used as education proof even though it can be used as language proof.
It means that if you have done ESL course which is not a part of govt funded program then you can show it as a education proof.

I would suggest you to contact the CIC call centre to clarify this situation and hopefully someone senior in this forum can clarify the situation.

Long story short:

1. Use CELPIP G - LS (not academic version) as part of language proof.
2. Use your ESL education report cards/transcript as education proof if its not through govt funded program.
You can also mention any other education you might have done in past 4 years.

Ok thank. For sure I'll call CIC to ask them about this situation.

Other people who are familiar with this situation please help me , I would appreciated that.
