I got an email informing me that if my country needs visa to enter Canada I need to submit my passport in 30 days
However, my country doesn't require a visa to enter the country only eTA (From September)

Do you send passports to Ottawa or local VO where the case is processed??
It's very confusing and I don't know what to do
No one to call and the email response is unclear

i'd recommend re-reading the letter very carefully. generally the letter provides information on both visa exempt AND not visa exempt applicants as well as instructions if the applicant is currently in Canada. perhaps you can copy and paste the email message you received and we can advise from there. remember to block out personal information before posting.

I might be wrong it looks like you are from Israel ,
If you Israeli citizen and hold Israeli passport you don't need visa and you can board without eTA if you come before september 29,2016. You don't need to send your passport for Visa.
but If you are Israeli citizen holding travel Document in lieu of National Passport, you need a visa.

The processing of your application for permanent residence in Canada is almost complete. Your failure to inform CIC of any of these changes may result in the cancellation of your permanent resident visa and may render you and your accompanying family members inadmissible to Canada.

Your failure to declare all of your family members, accompanying or not, will permanently exclude them from sponsorship under the Family Class regulations.



STEP 2: Passport Requirements – Determine if you need to submit your passport(s)

· Determine whether you require a visa to enter Canada at www.cic.gc.ca/ENGLISH/visit/visas.asp


· Please note that if you or your accompanying family members are permanent residents of the U.S.A and a holder of a passport which requires a visa to enter Canada, you are still required to submit your passport(s).



If you require a visa to enter Canada, then submit your passport(s):
Please provide your passport or travel document and a passport or travel document for each accompanying family member. An accompanying family member must have his or her own passport or travel document.
There must be at least two blank pages in your passport(s).
Please note that permanent resident visas cannot be placed in Diplomatic, Official or Military passports or travel documents.
All passports must be intact and not worn, torn or otherwise damaged; the laminate on the bio-data page must be securely attached. Each page must be securely affixed to the passport; there cannot be any loose pages.

Again, you need to really read the letter carefully. read one section at a time, and take it step by step.

if you are visa exempt, you need to follow the step 2 instructions highlighted in red
you then need to follow steps 3 and 4

If you are not currently in canada, then you need to send the package to the visa office in your country. i don't see an address on this letter. was there one omitted or provided? if not, then you can either reply back to the message and ask for one or send a case specific inquiry and ask about it. i would also recommend attaching a copy of the letter and your passport copy to this inquiry.

If you are currently IN canada, then follow the instructions highlighted in blue.

It looks like you can't just email your passport copy, since it appears they are also requesting 2 photos.

I did reply to the email saying the following:

I have number of questions regarding this letter:

1. As a holder of national Israeli passport I do not need a visa to enter Canada however I need an eTA to visit or transit through Canada by air.
Am I required to send my passport?

2. Where do I need to sent it to? There's no address attached. and is it a better option if I deliver it myself to the destination?
And got this response that look like it's auto-generated and didn't understand my question at all:

Dear Sir,

Please send a copy of your passport and two photos to the address in Ottawa indicated below.
Upon receipt, you will receive the Confirmation of Permanent Residence document.
As a permanent resident, you do not need an ETA.

I'm not sure how it doesn't answer you questions. it is giving you instructions based on your visa exempt status. please read my last post and follow the directions accordingly. slow down, read each section, and follow the directions.

I also recommend double checking which visa office is handling your application. the sponsor approval letter would have said which office it was sent to. was it tel aviv or ottawa? if it was ottawa, then follow the instructions about sending the package to ottawa. if it was tel aviv, then send a case specific inquiry about where to send the package.

I'm not in Canada at all and my case is processed in Israel.
Ok, so then do as i suggested and send a CASE SPECIFIC ENQUIRY and attach a copy of the letter and your passport. they will respond and advise where you need to send the information.
