Problem in Getting Documents for WES Assessment

Hi People,
My institution does not provide my academic transcript in English. So how can I possibly get it translated into English If i am to take it in a closed, sealed envelope? should I also grab an open transcript and get this one translated and attached to my application? What do you reckon the solution is to this issue? I also asked WES about this and waiting for their response.

Translations will be accepted from your academic institution, a certified translation agency such as COSTI, or any other professional translation service. You can check the following link for COSTI - http://www.costi.org/lb/translation.php

So this idea will work out:
i will get english version of my transcript from my institution and also i will get the original document in a sealed envelope and send both of them together to WES?
is this what you would suggest?

I would suggest this because the link is provided by WES website and you won't have to worry if your translation will be accepted or not. You can check languages available for translation here- http://www.costi.org/lb/languages.php

Precise, word-for-word translations is required and certified translations do not need to be sent in a sealed envelope. You can put it in a separate envelope and send them together.
