That's the problem. They never admit with their mouth officially that its on hold. I have been stuck on this step for last 10 months

What is your actual scenario?? Are you EE applicatant or PNP based ?? And did you add your suppose after ITA??
Yes...they said restrictions have changed so now files are not on hold anymore..but applicants whose dependents are in india will still have to wait until new delhi visa office starts issuing ppr’s.
I think they already started .hope wait would not long now.
Ircc agents can’t give wrong information. That is what that lady told me . All my stages got passed. Soon i can expect Portal emal for my suppose have to wait for PPR .
Last week when a friend of mine called ircc they said files are not being processed because of the outland dependent.
I am pretty sure they will start passport submission for PR applicants pretty soon, may be by end of this month. By then they will be almost done with students.

I would be suprised if the same case officers work with PR applications and student permits, I am pretty sure its separate departments.
