I was wondering - if we leave Canada now will we be able to come back with Valid Work permit and multi entry visa?
Scenario 1:
COPR issued while outside Canada. Your WP will expire automatically but you were not resident of Canada at that moment so you will have to inform them. They will reverse the PR decision temporarily and will validate WP back and you can travel back. You will be asked to inform them, on provided email address, when you land Canada again so that they can reissue new COPR

Scenario 2:
Before issuing COPR they will confirm your address and UCI or maybe first entry date to Canada. This will be a sort of hint that COPR is close. You can choose to travel back within some days and then reply them. Or right away tell them you are traveling. They will inform you further what to do. Probably the same thing "Inform us when you return"

Basically COPR is valid when they are sure that you were in Canada when PR was approved.
Travel on your Work Permit as long as its valid and you have TRV. If PR is issued IRCC will advise accordingly.
This is what I gather from calling agents.

EE MPNP applied since 2018 Oct, no one touched my profile at CIO for a year, got married 2019 Oct, our PR was approved at the end of March 2020 but landing interview got cancelled. Tried raise web forms, emailed 3 times to the local CIC office, tried to apply TRV, all of these tries had either no reply or ask us to wait. Emailed the local CIC office last week for the 4th time, and yesterday finally I got a reply with the landing portal just for myself. Now I am just waiting for the photo review and PR card and to book a flight for my wife. I want to share this with everyone here, something good is happening, and keep our hope. I hope everyone gets good news very soon.

May I ask if your friend who had his application approved in 3 months has oversea dependent as well?

Mine has been all pass since early May but I am still waiting for the COPR, not sure if it has anything to do with my oversea depedents.

My friend has an overseas dependent too but he got approved before the pandemic so it didn't impact him. For everyone got approved after March 18th, 2020, the local office is putting us on hold. Also for inland principle applicant depends on the processing office, both I and my friend did not receive COPR, they just sent copr to our oversea dependent and land us separately.

@LeoG1992 do you mean your dependent received PPR?

I did not get PPR for myself just a landing portal sent directly from CIC. My wife got PPR and COPR March 2020, and renewed both Visa and COPR Jan 2021.
@LeoG1992 I am in a weird situation. I got an additional document request which was just passport replacement for my spouse. I got PPR on 12th May on my name because I am the primary applicant. In the letter it was specifically saying in blue

The processing of your application is almost complete. To move forward in processing, please refer to the instructions below to submit passports from your family member(s) abroad. IRCC will contact you soon with next steps.

On 17th my outland dependent submitted her passport and photos and it's been in process since 19th May.

On 20th I got a request to pay RPRF since I did not paid that before.

Since then I got no update. I am aware of travel restriction but some people are getting PPR for outland dependents. I do think it completely depend on visa officer and visa office.

I think PPR is passport request. Your dependent already got that request and they submitted their passports.....

PPR is a passport request, your dependent will send the passport to get a one-time use landing Visa, and at the same time, they will send a COPR too (confirmation of pr) that does not have an officer's signature yet. when dependent come to Canada at the border they have to provide both Visa and COPR to get landed.

I am pretty sure it is a good sign , unless your dependants medical is expiring in next 2-3 months they might ask for re medical , that is what has happened with me

@LeoG1992 i am patiently waiting for COPR for me ans my spouce. She has already submitted her passport and photos and I have told them I am already in Canada. I hope I get it soon.

I submitted upfront medical of my spouse on March 11th, 2021 which has been passed with mine medical on 7th May.
Then it is highly likely your file would have been fully approved and you might see some good news very soon . I would recommend to give a cal to IRCC tomorrow morning and check it out and let us know if that is the case
