Previously Rejected VISA

Hi. Hope everyone is doing fine. I have a question about the previous rejection of visa.
My wife applied for USA visa previously to visit her relatives in New York with her parents. But in her interview the interviewer told her that she was too young to be believed that she would come back from USA and eventually did not give her a VISA for USA. But there is no rejection seal or any thing in her passport. So when we first applied for VISA to come to Canada for my wife's study we were asked the question that did she get rejected from any country's VISA and we said 'NO' as there was no official thing on the passport. And we got VISA for Canada without any problem.
Now we are applying for express entry after receiving ITA as a Canadian experience class and being asked the same question while filling out the online application. My question is should we still answer 'NO' as it did not matter for Canadian visa before or there is no official seal or record on passport?
Seeking some expert advice. Thanks in advance.

She got extremely lucky with the visitor visa. For the EE application, she was refused and needs to answer 'yes'. Doesn't matter whether something was stamped in her passport or not. It's in the USA's database - and the US and Canada share records. Failure to accurately answer this question is misrepresentation (lying in your application) and will result in a refusal. It will also likely lead to a 5 year ban from Canada.
