Hi everyone,

e-APR has a question on whether I have ever been refused a visitor visa to any other country. Indeed, I have been refused a visitor visa once to another country but I successfully appealed that decision and I was asked to send my passport to the embassy to that they could issue the visa to me. However, due to change of plans I decided not to leave the country, so I never sent my passport to the embassy again and was never actually issued a visa. So now my questions are:
  1. Should I specify that I was once refused a visitor's visa to another country or the fact that my appeal was granted means I can answer the question as 'No'?
  2. Should I submit a LoE?
  3. If so, should I enclose a document confirming that my appeal was granted? I have an email from the embassy - would that be sufficient?

2. Include an explanation why you were refused and the fact you successfully appealed.
3. Yes, that's fine.

Thanks! Doesn't the fact that my appeal was successful mean that the original decision had been overturned hence I was not refused a visitor's visa?

Technically you were refused. Why gamble with your PR application and risk refusal? Having a refused visa in no way harms a PR application as long as they are all declared.

Thank you, agreed. Can you also please help me with some of the other questions I had re: e-APR (if you can)?
  • How much money (in Canadian dollars) will __________ bring to Canada to support themselves and their family?” – I submitted my EE profile in June and specified CAD 15k (= ~USD 11k that I had in my bank account). Due to currency exchange fluctuations, USD 11k should round up to CAD 14,600, meaning there's a discrepancy in the amount I specified in my EE profile vs e-APR. Is this ok? Should I submit a letter of explanation for this?
  • Dates in history fields (addresses and personal history) – I am 25, so I should provide the dates from my 18th birthday. In “from” sections, should I just specify the date of my 18th birthday (e.g., 4 March 2013)?
  • Personal activities – 1) There a slight gap between when I completed my undergrad and started my postgrad degree. Should this period be marked as “Unemployed”? 2) I did a pre-undergrad course prior to my bachelor’s. If I specify that course here, would IRCC ask for an ECA of that course as well?

Hey, FYI, I contacted the immigration authority of the country which denied me my tourist visa and they told me that their system shows that the visa to me was 'granted' and no 'rejection' is listed on my record. They further told me that since the appeal's decision supersedes the earlier decision to reject the visa, the earlier decision is not effective, so from now on I can just answer 'No' to the question of whether I have ever been refused a visitor visa to any other country.
