Previous passports not available

Hi guys!
I have read many suggestions that previous passports should also be scanned and uploaded for PR application. The thing is, in my country when you get a new passport they take the previous one away as it is the property of the state. So have only the current passport. The old one had visas of the countries I have visited.
Any suggestions?
