Previous company/previous companies immediate supervisor may not give reference letter. What to do now?

Hello,
I recently spoke with my immediate supervisor(team lead) of the previous company I used to work with.
My lead(previous company) mentioned that company wont give reference letter/roles and responsibilities letter and neither can he send me any email from his official mail ID confirming my roles and responsibilities and etc.

I have offer letter/appraisal letter/resignation letter/reliving letter/pay slips. Would that be enough?
What are my options here?

I am applying for NOC 2283 FSW soon.

No need to worry , if immediate manager didn't want to issue/sign letter , formers co-workers can.

But you have to attach alongside the reference letter an LOE explaining the situation plus all the work proofs you have in hand , plus if the work is easily checkable online this will not be an issue, you will surely have a review required for further verification by the officer but with all the proofs and convincing LOE this will not be an issue.

If you have an exchanged email conversation with him about the letter and his refusal you can attach it as well in your LOE to prove your case , but overall you should be okay.
