It happened to me, last year the quota was filled and I got my file returned, this year when i applied I answered that question NO because my dossier was never accepted nor denied last year so technically it didnt count as "applied".

Under which program?
Regular?
PEQ?
Other?

In my case application was in Quota and i missed to check the option for not attaching French Language related results. Technically my application was accepted and returned for missing French documents.
