Preliminary opening/quick assessment of application before real treatment?

Does anyone know if cic does open envelopes and quick assesment of applications when they reveive them?

Yes there is an initial assessment in Sidney. if anything doesn't seem right you will be sent a RQ to submit to your local office and at local office there is another assessment that can result in a RQ in case you escape the first one and so on... Welcome to the show

Thank you but this is not my question.
I know that Sydney is reviewing everything before sending to the local CIC office.
My question is : Is there a first opening of envelopes at Syndney as they receive them or do they wait a while before studying applications :)

There is no first opening and there is no waiting a while before studying application. It's a first come first serve and since there is a backlog and they're receiving more applications than they can handle, obviously the application sits on the shelf for sometime before they touch it.

after application being sent to CPC

huge bags and bags of envelops gets sent by post office to CPC everyday.
scanning and signing these gets done between post office and canada post via BATCH operation BAG per BAG thru barcode methods ( not a single individual sign your envelop confirming that you have successfully sent to CPC and Mr.x have signed it .)

some of them are RQ / some of them are new applicants etc etc So they have their own division who takes those and separates them thru different bins that goes to kinda sorta temporary archive department .

they sort them date wise as well as region of canada post sending them . so they go thru 13 big rooms on 31 different cupboards
( i.e application received on 15th of april from kingston ontario goes to cupboard 15 in room 1 and application received on 28th march from victoria goes to room 7 cupboard 28 and so on)

every day they GO IN ALL 13 ROOMS AND empty cupboard no. 2 on 1st of next month cupboard no 3 on 2nd of next months and so on and sort them again IN FOUR GROUPS

Canadian citizenship NEW/OLD/RETURNING /QUESTIONED ETC ETC
Citizenship certificate (proof of citizenship) SAME TREATMENT
Resumption of Canadian citizenship SAME TREATMENT
Renunciation of Canadian citizenship SAME TREATMENT


Canadian citizenship NEW/OLD/RETURNING /QUESTIONED ETC ETC

goes thru one more check again for
1.all the necessary documents and the correct fees and
then transferred to specific departments who deals with specific offices
1.now these departments looks for
2.meet the residence requirements
3.not subject to any immigration, security or criminal prohibitions
4.meet the language requirements for citizenship
for NEW APPLICANTS or
DOCUMENTS REQUESTED FOR IN PROCESS OLD APPLICATIONS TO MATCH ABOVE MENTIONED CRITERIA.

once everything is completed they forward these applications to their respective cic office in their local region for whom they work for ( i.e division ON1 ottawa /ON2 kingston/ON3 scar/ON4 missi etc ect... division 1 must process and forward application from ottawa region only- sorta like dedicated representative of CIC Ottawa works in CPC )

to complete overall process micro management is required and helps complete lots of application via BATCH PROCESSING EVERYDAY ..

these are the reasons why application takes time in some regions and processed faster in some ..

further breaking down ..office 3 and 4 from division one only looks for your work history and cross references some part of your applications , however officer no 5,6,and 7 from ON1 is constantly in touch with rcmp and CBSA for all application within ottawa region and going back an forth that all applicant are cleared from criminal BG.(that office no 5 or 6 or 7 is the one who is an RCMP liaison - as soon as i will finish my citizenship i will surely be there in next two to three years)

PS: things that i wrote is NOT at all TRUTH but, my years of observation and experience working in a giant GOVT corp and how they work . hope all this that i have explained helps you understand HOW PROCESS MGMT WORKS .
