X-rays are mandatory, they are not optional. CIC website says applicants "may" need an x-ray, because children under age of 11 do not require them. Everyone else does.

Routine postero-anterior chest x-rays are mandatory for clients 11 years of age or older
For pregnant women who don't want to do the x-ray (some pregnant women actually do the x-ray wearing lead apron over stomach), then you can request to have your x-ray deferred until after the pregnancy. This will basically put your PR application on hold until you deliver baby then take the x-ray:

In order to complete your IME, a chest x-ray will be required following your pregnancy
So really you need to talk to your doctor and plan to do x-ray while you're pregnant if you insist on getting PR as quick as possible, or to wait until after you deliver baby and add him/her to your app as dependent before you can get your own PR.
