Her situation is complicated.

I assume she already has a US visa and can travel to the US.

CBSA will let her into Canada but it's quite likely they will report her for failing to meet the residency requirement. If she is reported, this will trigger a process to revoke her PR status and she will need to appear at a hearing to argue why she should be allowed to keep her PR status even though she has not met the residency obligation. If she decides to come to Canada, she needs to be prepared that one of the possible outcomes is that she will lose PR status and will have to leave.

Her health care situation is going to be complicated and you should plan for the high possibility that you will have to pay for all of her medical expenses out of pocket because she will not be able to get a health card without a valid PR card. Plan for at least $10K. However the costs could be substantially higher if there are any complications with the birth.

10k is typical for an uncomplicated vaginal delivery with and epidural so would be planning for close to 15k for an uncomplicated c-section. The fact that she is diabetic complicates things a lot because she will have to purchase insulin and would be considered a high risk pregnancy. That would mean more appointments and therefore more costs. There is also a risk of being denied entry into the US. Without a valid PR card and not having lived in Canada for a substantial length of time the US border agency may be concerned that your daughter may try to remain in the US to give birth.

Entry into Canada to have a child doesn’t secure her status in Canada. Many people are under the false impression that it will.

The article about needing to pay 6k before a c-section is likely only a portion of the full fee. Not uncommon for hospital to want partial or full payment upfront. A c-section plus room, etc. is not 6k. The issue with this list posted is that you will have to add at least 5-10 fees to come to the full cost of the hospital stay for delivery. Not all potential fees are listed. There is also variability in cost between provinces and hospitals. Some charge much more than others. The fact that this woman has diabetes will likely mean additional fees.

Would to be prepared for up to 10k for vaginal delivery with epidural and 15k+ for a c-section. Ontario also tends to have higher fees for patient without provincial insurance versus other provinces. Some Toronto hospitals don’t actually take non-OHIP patients unless it is an emergency.

It’s just a link to give the person a heads up to show that these are ACTUAL fees that will be charged … a reference

Could be misleading if you just read the list you posted and could seem like the c-section will be 6k or you read the article and thought the hospital was only charging 6k total for the c-section not just to book the c-section and then there would likely be a payment plan. Posts from others who have had to pay have sometimes been able get away with paying 6k for an uncomplicated relatively fast (1-2 days in hospital max) vaginal delivery usually without an epidural in certain provinces and at certain hospitals. We aren’t seeing the full list of billable items. The fact that the woman is a diabetic would also put her into the high risk category which will likely raise fees because at a minimum there will be more medication costs, more frequent monitoring (appointments and likely scans), etc.

Looked up the fees and not sure where you got your figures. C-section is listed as $11,277 and there is likely a bed fee every day. So easily 20k for a c-section delivery but likely more.

I'm sorry to hear about your daughter's situation. It is difficult for me to answer this question definitively as it requires knowledge of Canadian immigration policies and regulations.
