Recieved prearrival letter today. Does this mean ppr coming or is it just a formality?

Generally issued when the PA has passed the eligibility checks. Next they go onto background checks. Then after that, decision made and passport request etc.

2 questions. Why do they send a prearrival letter for eligibility passed? Why dont they just send a letter saying eligibility passed? Second question. A negative decision could always happen even after a prearrival letter was sent?

Negative decisions can always happen till you land but prearrival letter means there is high possibility of getting visa.

What is a background check and what's the difference between that and criminality check?
