Prearrival letter for spouse

I sponsored my wife , I am Canadian citizen and she is outland applicant in Nov 2020, then we got PFL in Nov. 2021, and we responded in Dec 2021, Now we got pre arrival letter, what is that mean? will we get decision made to approved soon and when we will get the passport request, thanks for all the advise and comments.
