So I am sorry if I failed to see any of the points you raised, but you and vermas have also failed to see my central point.

Neither of you have come up with any actual, viable suggestions as to how to improve the situation. You seem to want to complain and say it's not fair and point out to CIC their big mistakes. CIC already know they made big mistakes which is why they have changed the system to control the number of applications coming in, making them manageable and giving them resource with which to tackle the backlog.

In addition to this, what do you suggest they do to further improve things?

Do you mean CIC or CHC?

CIC (Citizenship and Immigration Canada) is the entire organisation whereas CHC (Canadian High Commission) is just the local visa office?

I believe the message the guys are intending to send is for CIC generally. But I guess I have a few ideas on how processing across the board could be improved:

1) Allow people to set up an "account" online - pay their processing fees prior to sending their application. Let them create it with a unique email address which can be validated and then you can get ID number which you write on your application envelope prior to mailing it. Then when you application arrives they just flag your account as being application received and you know immediately that they received your application ok. Also no more waiting for fees to be taken (and the worry about payment going wrong) since you've already paid.

2) Fill in application online - Taking the above one step further, allow the application to be completely filled in online (would mean considerable development though having an interface to complete each form so this is probably more of a long-term idea). The applicant has to fill in the form anyway, so rather than filling it in on a PDF document, why not fill it in online on their account? Then when CIC review the application they can just refer to the online form, and this would also save them having to manually enter all the information (and reduce the degree of human error therein).

3) Improve ECAS - expose more of the GCMS/CAIPS fields onto ECAS so people can get a more granular view of their applications. It shouldn't be necessary to order CAIPS notes - that information should be reliably available to applicant on ECAS.

4) Better communication - all visa offices should better communicate their work patterns and timescales. A few minutes each week of one person's time updating a page on their website with the current situation would relieve stress from applicants and save CHC a lot of man-hours in answering individual queries about the status of applications.

5) More granular and relevant view of application numbers. Currently CIC have said a blanket 1000 maxmimum FSW applications per NOC. I believe they should do more research and actually bring out a unique total per NOC, based on the actual demand for that role. For example, the actual demand for one NOC may be far higher than another, even though both NOCs are "in demand" the degrees to which they are in demand will differ. Then, as well as inviting new applicants, they can also process on a priority basis EXISTING applicants which match those NOCs - up to the maximum cap they set for each NOC.

6) Better application management - have clear targets at the start of the year that they will process X new applications and Y backlog applications and make it very clear to applicants which they are processing. I guess this also ties in with better communication.

7) Increase resource - in order to help tackle the backlog they could increase their resources, at least temporarily. They make enough money from this so it's not like they cannot afford it. With this comes the caveat that they have to be careful not to allow too many applicants who are not within in-demand occupations within any one year (goes back to the notion of not wanting to flood or negatively impact the Canadian job market).

These are just a few ideas off the top of my head. By capping the applications received CIC have already made a big step to reduce and eventually remove the backlog, and also by sending all documents up-front they are speeding up processing times and removing "time waster" applications who cannot provide sufficient supporting documents.

But there are still a number of improvements which can be made in my view to further improve things - faster processing times and much better communication to the applications can be achieved with some or all of the suggestions I made above. Some of these are really quick wins which would not be very difficult to implement (such as a dedicated page on visa office's web site with their current work patterns/workloads and estimate timescales, updated weekly).

CIC never forced anyone to apply for Canadian immigration. when i applied in Jan 2004 at Newdelhi,CHC they have given me writing that my file would be processed in 48months. i am on the verge of completing almost 88 months. nothing happened as yet to my case. all of us have been given a written promise by CHC, Newdelhi, yet they created MI1 and MI2.The new applicants have jumped the queue as Wayne rightly said and there is a hue and cry against "injustice" by the new applicants when asked to wait. absurd totally..........

But I know what you mean. As Mary Poppins would say, promises are like pie crusts - easily made and easily broken. But CIC are improving things. Bringing in the NOC caps and also requiring supporting documents up-front with the application - those two changes alone will significantly improve processing time and free up a lot of CIC resource for tackling pre-June-2010 applications.

So I think people should give them some credit for recognising where they went wrong (allowing 400,000+ applications between Feb2008 and June2010 without reacting to it fast enough!) and trying to do something about it.

I do sympathise with your very long and patient wait. But I strongly believe that the entire backlog can be cleared within 2 to 3 years now these caps on FSW1 have been introduced.

We are friends and should not be fighting for nothing. CIC is to the fault of all what is happening and only CIC can change, the way the applications are being processed. None of us can change it at the moment.

They needed the money to run their economy and at the moment do not worry weather applications are processed or not.

Well said Wayne, the next thing should be improving their communication style. They never read mails , before replying. Hmmm i get confuse when you write and ask for rice and they give you potatoes. Sometimes, i get confused, if they do read the mails at all. At the same time if the set better processing time and update their CHC websites even monthly , we do not need to read e.mails often to them. Just hoping things can improve.

Yes communication is still poor and needs improving. I mean, work patterns, workloads and projected timescales are no big government secret? It would take very little resource to publish these regularly on each visa office's website and it would be a big win for them with reducing the number of queries they get.

And yes very often I hear about people asking them a question and they either get no reply or they get a standard response which doesn't address the question they asked.

Yes Wayne, as you know communication is the key to all aspects of life, even in a home, in an office, it is very essential tool. They update the time lines every 3 months, but it does not reflect the actual time taken to process applications.

Yes, if anything has to be sent to CHC in a collective mail, we should hit hard on better communication and proper time lines.

Actually, IMO they need skilled and educated immigrants to boost their economy, since they are still a heavily underpopulated country. So they SHOULD start caring about whether or not the applications are processed! :)

They do not care, that is the reason why they keep playing games with the applicants.

Anyway life continues, even outside of Canada. Where i am presently living and working is good, but my problem is language barrier. I like to interact well in the society where i am living. Canada seems good in my opinion, since i am multi-lingual and my languages are all used in Canada.

Well it is good that you can speak several languages. I know small amounts of German, French and Italian but the only language I can speak fluently is English.

I am considering improving my French before we go to Canada and once continuing once we have got there - even though we are aiming for British Columbia I think it will be useful to be able to speak at least basic French.

Thanks Wayne, I speak 3 languages, English, French is my second official language and then Chinese. I like Chinese so much. The people are friendly, so it was easy for me to learn their language. They are many around the world and i can practice it anywhere at anytime. They like making friends. I heard in British Columbia, they are so many Chinese. I hope to move there so i can keep these languages , since i have spent time to learn them.

I am just waiting for the processing. I am quite certain they will process our applications, this year depending on the visa office. In my visa office, there are not many post June 2010 applicants, so i might be fortunate. I have tried checking in the spread sheet and found no applicants there from my visa office. I have also found some 2009 applicants getting medicals from other visa offices , hope my turn comes soon.

Well we are intending to move to Vancouver so perhaps I will meet you there :) In which case I'd better brush up on my Chinese! It's all the funny characters which puts me off learning I think.

Hmm, vermas and dreamfromafar are now being very quiet indeed. Seems having so heavily criticised me and accused me of selfishness, instead of responding to my points all they now seem to be able to offer this thread is silence? :)
