I received an email on Monday (19-Apr-21) confirming receipt of the reply and documentation and today I received a pre-arrival services letter and ECAS status updated to decision made.

My PFL was a bit of an odd one. The letter said our stated commencement of cohabitation was 04-May-2020, and thus we had applied too early.
This date was actually the date we filled in on our application for the date we entered into the common law relationship, which the complete guide (IMM 5289) states as after the 12 months of continuous cohabitation (which commenced 04-May-2019). We basically just quoted the complete guide in our reply and referenced the documents submitted in our original application
I provided him with more than enough with proper explanation. Let’s see when he replies. Hopefully he will approvewe submitted a well worded letter. in our case, there wasn't much additional evidence we could submit. the officer wasn't questioning the evidence submitted, but rather it seems misinterpreting the dates on the form. we re-checked all our forms and the only places we referenced that date in the letter were the fields for when we became common law partners, which the guide clearly states is after 12 months of cohabitation. we submitted joint rental agreements, bank statements, utility bills, council tax bills etc for proof of cohabitation in our original application. the officer even stated in the letter that the relationship appears valid but that we'd applied too early
IF the officer had concerns over the evidence and was questioning whether we were genuinely living together for that period, the letter would have mentioned that and not just that our 'stated commencement of cohabitation was May 4, 2020' and that we applied too early
we asked on this forum and a few facebook groups and general consensus was it must have been a misunderstanding
