no there is no relation between pre-arrival services, immigration and future canadian citizenship. however you will gain a lot of information about your destination province on your settlement and employment. the government of canada has funded these several program to help immigrants still coming to canada on their new home, as it says in the letter. you will not lose anything but rather gain a lot when you enrol to any of these pre arrival services funded by the Canadian government.
