Pre Arrival Letter

Hi there! I received a pre arrival letter today and I was wondering if they send this letter out even if your application could get denied?

TIMELINE
05/19 applied for conjugal partner
07/19 got approved as a sponsor
07/19 got request for medical exam
08/19 passed medical exam
09/19 additional documents requested were sent
10/19 application forwarded to office in mexico
05/20 contacted them to see what was happening
05/20 informed us application might get denied because we applied for wrong class and to send proof and evidence otherwise
05/20 biometrics requested
06/20 requested documents and letters sent
07/20 pre arrival letter received

VAC offices are closed due to COVID so can’t get biometrics done

Congratz on your pre-arrival service letter - this implies the eligibility is passed. The application could still get denied if found inadmissible, such as not passing the background check (criminality + security) or medical. You are one step closer to DM & PPR though. :)

"In October 2017, IRCC implemented an automated process to send an invitation letter to all eligible newcomers when they receive a positive eligibility decision in their immigration application."

Not to hijack the thread but I also had a pre-arrival letter notice last week for my wife on Colombia.
I imagine that although it's automated, it's activated by the eligibility component box being checked to trigger this being sent out?

Also, the 'eligibility' line at the top in the GCKey never gets updated until a decision is made?
Also, also.........sorry........the background check (criminality + security) is that not part of the police check we submit? Not entirely sure what the background check entails which I assume takes a good chunk of the time, especially with no updates.

Yes I believe the pre-arrival service letter is automatically triggered once the eligibility component is check marked (only applicable for outland applicants; inland applicants do not receive this letter).

Based on personal experience, the eligibility and background check sections on GCKey won’t get updated until the issuance of COPR (couldn’t remember exactly). Criminality is typically based on the PCC submitted (IRCC may conduct their own due diligence through RCMP). I believe security part is done with CSIS. Background check is typically the last stage along the process and the processing time varies case by case.
