Pre arrival letter and decision made

I am an Indian Citizen but applied for PR from USA. So how would I know which Visa Office is processing my application? Will it be in the USA or India??

Ur COPR (expired or new) will have it mentioned. Most likely it will be CPC Ottawa since you applied from the US.

Your application is moving and everything is normal. After some time you will get DM and PPR.

I said yes to your question - it is a good sign. That is exaclty what I meant. It's not a sign it is done but a good one - it is moving and signs so far good.
