You would need to have another Language Assessment to get a referral to LINC. Different LINC programs will issue a certificate within different time frames. Also there is a current problem that even with a LINC certificate, applications can get returned, without a clear explanation.
If you took a general IELTS when you applied to emigrate, you can use this as proof. The CELPIP is a good option if you can afford it. Try to submit as much proof as possible.

When I emigrated, I didn't provide any IELTS, although I was asked of it (I am not from the US). I was interviewed and that resolved it.

But, for Citizenship I can see that I will need a proof of English. I have a University degree from US. Will that Certificate help?

If I go to any LINC office and take their initial assessment that they give to every one, I will pass with the highest level BUT CIC will not accept the assessment result. One way to get around it is do bad in the LINC assessment intentionally and then get enrolled into their English program amd finally pass their exam.

Have you got your US degree evaluated in Canada? If so, send a copy of the evaluation along with your diploma.

I see. I have not. What is a good organization to do that? WES or UofT?
