No you can enter with a visitor visa, a work permit or study permit as well. You will need to show things like strong ties to your home country (job, property ownership,etc.), good savings, previous international travel to countries like the UK, US, Australia, etc. to get a TRV. It will be difficult to get PR given your age. Immigration favours younger people. If you are looking for a professional job in a specific field I would apply from abroad because it will be difficult to get hired unless you are in specific fields that are in demand in Canada or you have good connections. If you work for an employer with offices in Canada a transfer would be your best option if you qualify.
