PR to re-enter Canada without PR card

Hello,

My husband has got his PR visa & we 'landed' in Canada in December. However, we were only there for Christmas and have returned to the UK. In the meantime, we gave my family's home address for the PR card to be sent to. Last week we received a letter (in Canada at my family's home) saying that the photo supplied when we landed 'does not meet the PR requirements' and my husband has to now attend in person in London Ontario to have his photo re-taken. Obviously though we are not in Canada, we are still based in the UK for the moment, and I understand that my husband cannot re-enter Canada without his PR card? So how are we going to get there to have his photo re-taken to obtain the PR card? I have seen that we can obtain a 'travel document' from Canada HC here in the UK, but looking through that it seems that they only supply this document under exceptional (Humanitarian) circumstances, particularly if you have been outside of Canada for less than 730 days. I'm very confused and what's worse is that the telephone number they give is in-Canada only so I can't even ring them to clarify or find out what we can do! Can anyone help?

PS. The letter says that he has to appear in person within 6 months or else he has to 'reapply' - does this mean reapplying for the PR card, or reapplying for his Permanent Resident status altogether?

Cant you just go as if you were on holidays or visiting you dont need a visa to enter Canada just your passport. Then explain you are PR and the whole situation.

To clarify, I see that to obtain the 'Travel Document' you have to meet the residency requirements, which is to have lived in Canada (or with me, his wife outside of Canada) for a minimum of 730 days (2 years). Again, we cannot meet this requirement, he only landed in December so we are well away from 2 years. I can't understand how he can get back to Canada now to sort out the card?

ohman - Yes of course we could, but for some reason I understood that he could not do this, that they wouldn't let him in? Am I wrong, I don't know?

Hi - if your husband is holder of a British passport then he will be able to visit with return ticket. Also, I have re-entered twice with passport and COPR.

In my opinion. one should stay in canada till the time he gets a PR card (legally speaking). I don't fink he will be allowed canada in any case unless he has british passport or any other passport which is in the list of visa national countries. also if canada finds out that ur husband is nt in canada, they will refuse his application without any further action.

Why you said that if Canada finds out her husband isn't in Canada, they will refuse his application automatically? There's laws which oblige the PR applicants to remain in Canada during the application process...?

No, they will not. Particularly since he has already landed and has COPR.

It is undoubtedly easier if you are not from a visa exempt country to wait for your PR card, but it is not mandatory.
