She may or she may not. She does not meet the residency requirement at this time.
When she returns to Canada, it's possible she may be allowed into Canada without any issues. If that happens, she should remain in Canada without leaving for two years straight and can then apply to renew her PR status.
It's also possible she may be reported for failing to meet the residency requirement when she enters Canada. If this happens, she will have to appear at a hearing to argue why she should be allowed to keep her PR status.
