If the TRV is refused, you can try applying for a TRP. If that is also refused, then one of the parents will have to move to Canada ahead of the rest of the family to sponsor the child for PR. That parent must remain in Canada while the application is processed. Once PR is approved, the child will be able to come to Canada. Processing of the application will likely take around 8 months. So the short answer is that if you have the baby outside of Canada, there's a chance one of the parents may have to live separately from the rest of the family for a better part of a year to obtain PR status for the child and allow the child to come to Canada.

An update here!
Followed Scylla's excellent advice here and applied for a TRV for my kid.
Apart from the std docs attached a Letter of Explanation with the other documents that mentioned very clearly the reasons for not being able to come earlier to Canada and that now we plan to come for good. Also explicitly spelt out the intention to sponsor the kid immediately after landing. Requested in it to approve TRV so the family can stay together and the infant isn't deprived of one of his parents at this juncture due to documentation requirements.
Took 10 months and a couple of web form follow-ups but got a TRV issued! Std TRV - 5yrs, multiple entry but stay capped to 6 months on an entry.
