We have a situation:

Russian citizens
Husband: PR card (Quebec)
Wife: never been in Canada
We are living and working in Russia and waiting for birth of the child on November (it will be in Russia).

How should we proceed sponsorship asap if we want to emigrate after childbirth?

The options that we consider are:
  1. We will start sponsorship outside Canada before the birth of the child and after that event will send documents for a child

  2. Husband will arrive to Canada, will start sponsorship inside Canada for a wife and child. After that he will start to proceed guest visa for wife and child (but this scenario means we should live separately several months: double expenses, stress)

You cannot sponsor your wife while living outside of Canada. Since you are a PR, you must be living in Canada to sponsor your spouse. So the first option is not possible.

As per @scylla, you only have option 2 and you should also be aware that your spouse and your child may be refused a "guest visa", known as a TRV. You may be separated for up to a year or more.
