Having the following scenario, can you please guide me about the question/s mentioned at the end?

"Got Immigration as Skilled Worker (Chemist).
Landed in June 2013.
Got PR Card Aug 2013.
Worked full time for two year at minimum wage (Aug 2013 - till now with further intention of working till Dec 2015).
Tried to find job in the filed of specialization but in vain.
Contacted Universities for upgrading qualification, but no Scholarship granted.
Got an offer of full time post graduate studies - commencing from Jan 2016- from a top notch Asian university with scholarship amounting twice the rate of current earning from the job (the net saving after tuition fees and living expenses accounts more than the monthly earning in Canada). The studies over there are going to last for 3 years.

Q a- As I have/will stayed for more than 2 years in Canada, if I come back to Canada in June 2018 before expiration of PR Card, should I expect any problem in renewal of PR? If so, more likely what kind of problem?

Q b- I have sponsored my family and expecting them to be here soon (Insha Allah), what
b I- if they stay here in Canada, how it will be useful for my PR renewal?
b II- if they join me - after seeking there officinal documents in Canada - in my prospective country of studies, what impact it may have?
Q c- Do I need to file my tax returns while I am away? Any other obligatory official ties with the government?

If you have started to file taxes in Canada, you need to let CRA know that you are moving to another country and wish to be considered a non-resident for tax purposes. You still have to file for the year of 2015 because you've had income in Canada this year but if they accept that you are no longer a resident for tax purposes (no income or assets in Canada) you might not have to file for 2016 or until you return.

You may stay outside Canada for up to 3 years. If your foresee that your studies may take longer, you could buy time by spending extra time in Canada on holidays.

As a PR sponsor, you must be residing in Canada in order to sponsor your family so you should not move until they get their PR. After they get their PR, all of you are free to leave but your family will have to meet the RO of 2/5 years just like you. If you foresee that you are unable to meet the RO yourself, you can protect your PR by having your spouse return in time to meet the RO because your spouse could sponsor you if you lose yours. However, if you have your family living in Canada, you may be considered a resident for tax purposes again if you are supporting your family in Canada with your overseas income.

You need to inform your provincial health care and CRA. As far as I know, that's it except of course regarding mail, if you don't have a mailing address in Canada anymore, you would have to notify everyone who might send you mail, your bank etc.

HI Can you please guide me regarding situation. I did short landing in July 2013 and stayed for a month in Toronto, Ontario later moved back to Dubai. Now I have done the needful and going permanently Canada on July 19th 2015. But I am planning to land in Edmonton, Alberta.

We are having PR cards, SIN card and Driving license from Ontario. Can you please guide what needs to be done if we need to got to Edmonton instead of Ontario. Do we need to reapply or transfer our PR cards, SIN cards and license or are these common every where. Really appreciate your guidance regarding the process. Thanks Ruhi

PR cards, are issued by the Federal government, as PR status is itself federal. Similarly, the SIN is federal, not provincial. Thus there is no impact on either of these when a PR locates in a different province.

Driving licences are provincial. A person who moves into a province from another province has a certain amount of time within which to obtain a drivers licence from that Province . . . the time probably varies from province to province. The Ontario drivers license is valid at least temporarily, but yes, after settling in Alberta you will need to obtain a drivers licence from Alberta (in order to legally drive).

Note that health care is also administered provincially, so you will need to apply for that in Alberta as well (not sure of the time period for qualifying, before you can actually obtain coverage).

You need a new drivers license and a health card. You don't have a waiting period for health care in AB if you are moving from overseas.

You have 90 days to exchange your Ontario drivers license for an Alberta license.
