Hello and Happy holidays.

Landed Canada 2016.
stayed for 3 years and left Canada after applying for citizenship , I get filled on test and with the judge for citizenship on 2010.
Applied for new and 2nd PR card on 2011.
My 2nd PR will be expire on Jun 2016.
I have been outside of Canada for more than 3 years ( left Canada March 2010 and return back July 2013 )
I return back to Canada on July 2013 and from that time have not been away from Canada.
Please let me know
1- when should I apply for my 3rd time PR?
2-I have heard that from the last 5 years for renewal PR you have to stay at lest 1 day every year and 2years full of 5 years.

1) You can apply to renew your PR in July 2015 once you have lived in Canada for 730 days.
2) There is no 1 day rule. To keep your PR status you must live in Canada for 730 days (2 years) out of every 5 rolling years.

FYI - Your citizenship application is most likely dead since you failed to meet the residency obligation by being outside of Canada for more than three years.

Can I process and following up or claim for my citizenship application after 3 years for what reason I have been failed ?

It would be unwise to follow up on your citizenship application. If you do, you could lose your PR status.

You must continue to meet the PR residency requirement while your citizenship application is being processed. You, however, have not met the PR residency requirement since you were outside of Canada for more than three years. It would be best to forget about your citizenship application. If you follow up now, CIC may start an investigation to determine if you have met the PR residency requirement while your citizenship application was being processed, find out you haven't, and potentially start proceedings to revoke your PR status.
