PR renewal complication

Hi,
My daughter did her landing in 2017 and got her PR. However, she went back home to complete her studies. As she did not satisfy the residency requirements, I could not renew prior to the expiry of PR.
How can I renew the PR (if possible)? As she is away for study purposes, can I state that reason and get some exemption to renew her PR.

We are eager to bring her here and join us a family.

What are my options?

Exemptions are usually not granted for personal choices such as study abroad.

Also, she must be in the country to apply for a PR card. It appears she is currently abroad, so applying for a PR card is currently not an option.

Her options are:
- Apply for a PRTD
- Travel to the US and cross a land border (will require US visa or visa-exempt passport)

Applying for a PRTD would possibly trigger revocation of PR if the only reason for her absence was study abroad. The same could happen at the land border, but the chances are usually a bit better that she might be waived through.

She just stayed for 15 days. As she is a medical student, could not visit back again.

So limited options available.

If she has a valid US visa, one is to fly to the US and then to try to re-enter Canada through a US/ Canada land border and hope she is not reported for failing to meet the residency requirement. If she is not reported, then she will need to remain in Canada for 2 years without leaving and will the be able to renew her PR card.

If that is not possible, then she will need to apply for a PRTD with H&C considerations and provide evidence on why Canada should give her an exemption from meeting the residency requirement. It's quite possible IRCC may refused the PRTD. If that happens, she will lose her PR status officially. But she can certaily try applying.

If her PR card has expired, she cannot travel back unless she has a US visa and come back via the land border.
The chance of her getting PRTD is very low since she didn't meet her RO and it's her personal choice of studying aboard.

Since she decided to attend medical school outside of Canada, she made the choice of not moving to Canada.
It's very hard for foreign doctors to practice in Canada.
Maybe she can just renounce her PR and apply for visitor visa to visit you. Since she never wanted to live in Canada.
