You only need to fill out section D if you have been outside Canada for 1095 days or more in the past 5 years or since you became PR if it was less than 5 years ago.
All of the questions in section D are for the applicant to explain why he has had such long absences from Canada.
If you were outside Canada for 1095 days or more and you have no mitigating circumstances like explained in section D, it would be advisable for you to stay in Canada until you meet the residency requirements again before you apply for a new PR card.
