PR renewal - application assessment

hi,
My PR card renewal application was received by CIC and they started processing on 3rd December.
Two days back i sent a Web form query to get update. I received the following reply:

We have verified your file and noticed that it was referred to the local office for further assessment, causing a delay in the processing of your application.

While the processing times may vary with each case, we will make all the necessary efforts to finalize your application as soon as possible

Can anyone suggest that how much time generally it takes in assessment(this is my second card)? And if it a positive sign or worrying sign
