Its certainly uncommon...but not unlikely. If CIC is unable to verify information you provided, then they will obviously red flag and in some cases, like here, reject. Of course not every company can afford a website and whatnot, but if you are providing bogus or non-existent contact info....well, its pretty clear what is to ensue. Put yourself in the VO's shoes. You come across some company that has no verifiable information, no working contacts...and on top, you would have to dig for information (business licenses, etc). They wont do that. Its on you to prove its legitimate.
However, I would consider this an extreme. I wonder what the VO explanation looked like.
