How did you find out? Not NOC mismatch exactly, the officer wasn't convinced that I have 1 year of Canadian Work Experience (which was wrong evaluation on his part, according to the job letter I had more than 1.5 yr experience at the time of my application)
and also he wasn't satisfied with the job letter provided by my employer. ( However, the 1st officer was satisfied with the job letter)

I got a new employment letter with more details that would clear all the doubts and submitted it for reconsideration along with paystubs and T4's for last two years.

No, I didn't submit T4 initially..

Yes, reapplying again seems like the most straightforward option. A few more questions please,
1. Would it matter if this time my wife is the primary applicant? She can claim points for her job as well.
2. I have BOWP till April '22. That's still valid, right?
3. We plan to re-apply from our home country. Is there any reason why we should apply from within Canada only?

I am currently a temporary resident in Canada on OWP. My CEC PR application (AOR - Sept 2020 with outland dependent) was refused in May 2021, currently, I'm awaiting the final decision of my reconsideration request for the last 4 months. I am planning to reapply again by end of this month if there is no update on my file.

I applied for SOWP in September 2021 but probably it's going to take a long time to get it approved, I m considering applying for a visitor visa for my spouse through IRCC portal , as I have chance to get her application approved within 30 business days, under new guidelines issued for a visitor visa after September 7.

Do you think this is a good idea? What is your opinion/advice in this case?

Last note before refusal was "Ready for RPRF" which means it was about to be approved and then refused strangely.

it is really weird to have your PR refused on the ground of eligibility, while you already passed it before !
this is like a new fear unlocked
for me I passed everything, but security is still in progress.
