Hi, i am Harry. I came as an international student in 2019. I completed one year of PG diploma. I have done bachelors from back home. I had 3 years of work experience from two different organizations. I scored 8 bands in IELTS. I applied for my PR as FSWP in March and got refused for proof of funds last month. Cuz I didn’t provide any since I am working full time in Canada. That’s the only reason. Planning to reapply with POF.

my question is, does that mean all other aspects are cleared???? Like work experience, education, PCC?????? Please help.

It doesn't guarantee that everything else is clear. It just means you were refused due to POF.

It doesn’t matter if you are in Canada and working as long as you don’t possess a valid LMIA backed job offer you must provide POF. In your case, you didn’t so your application was rejected based on R10 completeness(which means your application was incomplete). Unfortunately R10 is the first step towards any application because it didn’t happen I don’t think your application went any further.

Anyway, have you by any chance got your MEP and BIL request before the rejection?

If you're inland, you can order it for free here https://atip-aiprp.apps.gc.ca/atip/welcome.do?lang=en. It would arrive in your email inbox around 3-4 weeks later (maybe longer now due to Covid-19). Even though the wait for GCMS notes is long, it's worth ordering it to understand your case before reapplying.

Thank you so much for your reply. Yes i got MEP and BIL 5 months back. Refused later, i am considered if rest of the things are fine as i am planning to reapply with POF.

Everything slowed down considerably due to COVID-19. So yes, quite possible your application was untouched for several months.

It’s weird cuz normally an applicant receive MEP and BIL only after R10 completeness.

Yeah, that’s what everybody is saying, does that mean rest everything is ok? Cuz R10 completeness could have been done before.

There's no guarantee that everything else is okay. Again, you were refused on one particular issue.

It doesn’t mean everything else was okay per se. R10 completeness simply means IRCC took a run through your documents to see everything is in order, nothing more nothing less. Your application was rejected because of your missing POF. I know it’s unfortunate and painful that you had to wait this long. But what it’s worth, I would suggest you to reapply with the POF and hope for the best because no one can guarantee or promise anything about the outcome of your next application.

As for to see your eligibility, background, security progress in case if any had happened before rejection, perhaps you should order your GCMS notes cuz that’s the only way to find out where your application got stalled or how far it went and missing the POF etc.was the only reason for your rejection.
 
May I ask one question regarding your case: if you didn't submit POF, what document did you provide in Proof of Funds section?
