I'm an indian citizen and canadian PR.My wife is an indian citizen and does not have a PR.My wife is planning to come to canada on visitor visa.once she arrives i'm planning to do her PR under family class Now my questions

(a) Assuming visitor visa is granted and she comes here, can the visa be extended from within canada without going out of canada?
what is the chance that they will extend the visitor visa once the visa period is completed?if it is extended how long will they give?
(b) Assuming visitor visa is granted can I process the PR application under family class OUTBOUND that is through New Delhi and NOT INBOUND through canada?
(c) what is the PR Processing time for OUTBOUND applications through New Delhi from canada? Is it same processing time like as if my wife was in India and applied for PR under family class through NEW Delhi?

Please advise

Thanks

Yes it can be extended from within Canada. They will usually give 6 months to a year. If you've submitted an application for PR it will most likely be extended

The faster route would be to file outland through New Delhi. The only issue with this is that when they request the passport she would have to return home to India or have someone deliver her passport by hand as it is illegal to courier passports in and out of India. This is a case where an inland application may be considered.

(c) what is the PR Processing time for OUTBOUND applications through New Delhi from canada? Is it same processing time like as if my wife was in India and applied for PR under family class through NEW Delhi?

Yes the processing time is the same.

One thing you have to consider is the chance of her getting a visitor visa with a husband in Canada are slim. They have to be convinced she will leave at the end of her visit. She would have to show very strong ties to her home country, very good job, property, finances, enrollment in school ect. Very hard for many people planning on coming here forever to show.

Please advise

Thanks

Visitors visa is usually extended with good reason though. If they do, it's for another 3 months or so in most cases. You can apply and see what happens.

My experience with visitors visa is usually a 6 month extension. Yes you are right, you need a good reason, usually if a PR application is in process, they approve.
