I'm currently working in Canada(Quebec) (moved from US) and have to stay here for a year or so. Wondering if I can apply for PR without waiting for an year with good IELTS scores. Can someone here provide guidance on this as I see most folks doing soft landing to get a PR or waiting for 1 year before applying for PR.

You certainly can if you qualify.
You will need to apply through one of the Quebec programs since you are living and working in this province. Unfortunately that means Express Entry/FSW is not an option for you.
Regardless, since you are working and living in Quebec, you need to qualify through a Quebec immigration program if you want to apply for PR. Express Entry is not an option for you.
