PR Passport Photos... This is now a federal matter. Please contact CIC

I was asked by CIC to re send my PR passport photos which I did. Now it's been almost 4 months and no word from CIC. I sent an email and the message I got back was "This is now a federal matter. Please contact CIC". Please help what does this mean?
