PR of japan, wants SOWP

I have a friend who has a Philippine passport and a Permanent Resident of Japan... She wants to get a (Spousal open work permit) in Canada, her husband is a skilled worker under NOC level O, A or B in Management position working in Canada now..... Any advice or idea anyone

She needs to apply for a work permit at a Canadian embassy where she lives. She needs to show a copy of her husbands work permit as well as their marriage certificate. She also needs to show ties to the country where she lives and that she is unlikely to overstay.

She should also keep in mind that Japan likely has some regulations on how long she can stay outside Japan without losing her Japanese PR.
