I have a question.

When does the PR obligation starts ? i mean the rule of 2 out 5 years.

1. At the time of issuance of COPR ? Or
2. At the time of landing ?

In the first 5 years from landing date you must be in Canada for a minimum of 730 days. After the first 5 years this becomes a rolling 5 years but the 2 out of 5 rule still applies.

kindly clarify if one needs to stay at a stretch for 2 years or 730 days... or can one go back to home country for some time (like a month or 2 months vacation within first year of landing and the following year as well - just like yearly vacation) how will it effect the obligation? will it start afresh after returning back or resumes from the point of returning to Canada?
 
Total number of days should be more than 730, continuos stay is not a requirement. One is free is leave and return to Canada as one desires.

In the first 5 years from date of landing you must accumulate 730 days which do not have to be all in one go. So sure you can travel in that 5 years as long as at the end of the 5 years and more importantly when you come to renew your PR card you can show you were in the country for min 730 days , so keep any proof you can.

After the first 5 years the 2 out 5 becomes a 'rolling' requirement.
