I sponsored my mother and she got her PR and landed on 25/Jun/2019 she stayed with us for 6 months and left on 02/January/2020 to visit my other sisters and when she arrived COVID hit and travel was banned for couple of years. When travel restrictions were lifted the plan was for her to come but she caught COVID that hit her strong (She has diabetes and 70 years old) that happened in December/2022 and she fully recovered by April/2023 (She didn't need to be hospitalized but it was very tough on her). She prepared to travel and came on 25/June/2023 and still with us until today 2025/01/29 but her PR card expired on 10/July/2024. Up until the PR card expiry she completed 590 days, and up until today's date she completed 796 days but that is 6 months since her PR expired and the 5 years limit. What is the best approach to apply for PR renewal card without getting her status revoked? did she finished the required time to stay? can I apply for her PR renewal? or does she need to stay 2 years within 5 years from the application date (meaning she need to stay until 25/June/2025 to apply to have full 2 years from her 2nd time she visited? My mom has no job back home, no buildings under her name, only my sisters there (unmarried but over 30 - not sure if this is important). any help or information is appreciated.

If your mum has spent more than 730 days in Canada in the last 5 years, she can apply for a renewed PR card.

Here's the formula that matters: has she been in Canada more than 730 days in the last five years, counting from the day she applies? That's it. No issue if she'd been out of compliance in the past. Don't overthink it.

You need to calculate the Residency Obligation days in the 5 year period when you submit the application.

Example: If you submit the application today (ie. Jan. 29, 2025) then the 5yr period will be Jan. 29, 2020 to Jan. 29, 2025.

For the dates that you have provided, your mom has stayed in Canada only for 584 days and hasn't yet met her PR Residency Requirement.

If what you mean by this is that on 25 June '25 she will have 730 days (counting back to 25 Jun '20, that's correct.

If she's worried and in Canada - no need to worry. Just stay put until she has the requisite number of days (plus perhaps a couple weeks to be sure) - that's it.

It's fine to be in Canada with no valid PR card. On day to day basis, if not travelling, no urgent need. Just wait and apply later.
