My RO will be up by Aug 2023 - Plan is to move by end of 2022 [to not cut it close]. My current fiancé has applied for her PR and mostly likely will get her COPR by Aug 2021 and immediately soft land (Her RO will be up by 2024) and we plan to get married before that. How will RO work in the following scenarios:

1) If, for some reason we delay our move beyond 2023, can I come under her RO?
2) Is there a way we can sync our renewal times - e.g. my PR Card expires in 2025 and hers most likely be in 2026 - can we both apply at the same time for renewal and get similar PR expiry dates?

1. Residency Obligation is for each individual, so there is no way to sync them up. You both individually have to meet the Residency Obligation.

2. You can always sync your PR card expiry by applying at the same time. Given that hers expires later and one is allowed to apply 9 months before expiry, you will have to let your card expire and apply together 9 months before her card expiry date. It would just mean travel for those few months for you will be a challenge.

1) No.
2) You can, however the validity of your PR card has nothing to do with the residency obligation. The residency obligation for PR is separate from the PR card itself and is a rolling obligation. There is no way to "sync" that between the two of you.
